EU tax on nicotine pouches: what could a can cost?
The EU is negotiating a minimum tax on nicotine pouches. Sweden's tax is SEK 209 per kilo today. If it rises to the EU levels, a typical can could cost SEK 11.12 (€1.03) more. EU finance ministers are expected to discuss it on 9 November 2026, and a decision needs all member states to agree.

Method and sources
The tax is charged per kilo. We multiply the can's weight by the tax per kilo, SEK 209 today (Swedish Tax Agency, from 1 January 2026). We convert the EU levels from euro using the method in the EU proposal: the average of the ECB's daily rates from 1 January to 30 June 2026, SEK 10.7895 per euro. VAT of 25 per cent is added to the increase, because VAT is charged on the whole price. We assume shops pass on the full tax. The EU text also allows a minimum tax as a share of the price. At today's Swedish prices that could mean a lower tax in 2028–2029, but not from 2032. The figures use the EU base rates. The compromise also raises the rates for each country, by 3% (a figure still under negotiation) or in line with the country's price level. For Sweden the increase could therefore be slightly larger, for example SEK 11.56 instead of SEK 11.12 from 2032. The can's weight comes from the supplier's product data (via the grocery chains City Gross and Willys), from the maker, or from two retailers stating the same figure. According to reports, Sweden will not accept a minimum tax above €20 per kilo (Law360, 15 September 2026). Sweden's current tax corresponds to €19.37 per kilo.
